BROCKTON RESIDENTS SPEAK OUT PART 2

Brockton Residents speak out against the water billing system at the Brockton Water Department. The residents are now getting liens on their homes because of inflated bills and the water department cannot explain the bills. The department is saying faulty meters, leaks, outdated software. Every meter that is taken out is tested fine but the department is still saying the meters are faulty and still billing the residents.
